It isn't though, its down to player happiness, fatigue, squad cohesion, a ton of things.
Its your tactics is just a /trb/ meme because it was really the only thing Miles could say to pleb players who would start as someone like Barca and still lose half their games and complain like the game was at fault. They had no appreciation for the fact that there was hundreds of different things that weight the match engine and whilst tactics are very significant ultimately the player complaining had probably done something incredibly stupid.

Registas don't defend, ever. IRL it's because they're usually crippled old playmakers (Pirlo), so SI has replicated that in the game. They're basically deeper, modern Enganches: since they don't play just behind the strikers they are not marked by 6s (especially against a 433/451/442 diamond, etc.) as easily as usual 10s. You'll need high Workrate defensive mids alongside them, who are willing to run after every ball and support the attack. Box2Box or BWM are for me the choices.

it's pretty hard. honestly, you might not want to bother, scouts do so poorly at finding players from there.
just check their national teams (or the squads of major clubs) by yourself once every couple years, and if you see a player that looks to be good (even if you can't see attributes you can look at their value, their number of appearances and/or match ratings, their age relative to the rest of the squad, etc.) you can request for a scout to follow that player individually for 2 weeks/1 month/whatever it takes
if you want to build up a base level of knowledge for the region and can't find a scout with pre-existing knowledge, just pick any scout with high adaptability and give them an ongoing assignment to that region. just don't rely on that assignment to find players.

Yeah you get them from all around the world but if you don't have the league loaded then it won't properly simulate the league and matches which can mean stunted development and also fewer regens as the league mainly uses fake, grey players.

Not really. Newgens/regens comes from your country mainly, but depending of your scouts' knowledge and nationalities in the staff regarding youth players, you may get some foreign newgens. Once I had a French regen in Slovenia. I don't have the screen cuz' he was shit and I released him, it it can happen.

Loaded countries get far more players, although roughly the same percentage of good vs. passable vs. bad
Loaded countries also have games that are properly simulated, so players will develop properly. Useful for clubs there, also useful for you if you want to loan players out to those clubs, since guys in non-loaded leagues tend to stagnate a little

You'll also end up with weird situations in continental club games or international matches with non-loaded countries, particularly if you choose to use a small database, where their teams will only have 4-5 players, and the rest of the spots in the squad are filled by greyed-out "virtual" players who have no club history, can't be transferred, etc.

maybe, probably not, it's hard to say. I don't think it's worth buying players for determination alone, since you can increase it using tutoring or warnings/fines, but occasionally (not always) it's associated with really high-potential players

I don't know, that's why I'm asking. I'm new to FM, played FM11 at a friend's house once, got FM16 on sale. I'm an actual football player IRL (amateur, don't get too excited) and I'm pretty good at football knowledge, but I'm lacking in FM knowledge. I don't know the ins and outs of the video game stat part, if that makes sense?

Board handed me a ridiculous 90m transfer budget for my third season after a ludicrously easy CL run in my 2nd season (Juve, Ajax, Arsenal, Man City). I'm looking to shift out basically all of my non-regen youth players below 3 star potential and fill my U18/21s with regen 4+ star hopefuls for that big pile o cash.

cash really isn't much of an object when managing in england, as you're finding. so I guess there's no risk in signing youth players that might not turn out great, but on the other hand the 4-5m profits you'll make off them if you decide to sell is just a waste of time

The funniest part with Spurs is selling your players for retardedly high fees before watching fail hard everywhere else.
At least it was the case for every player I sold. Chadli ended up in L1 after being sold 25m to Roma. Bentaleb played like ten games or Juventus after being sold 45m. Kondogbia to Juventus? 38m after I bought him for 5, he never had an average higher than 6.80 or them. Bought Konoplyanka for 17m, sold him for almost 80m to PSG and he never played more than 10 games for them in one season.
The list goes longer.
