In spain you can do a hostile buy paying the clause plus taxes but england has no such system so they can't really enforce that contract in a timely manner. that's not always true, there's always some negotiation up or down (usually up, for example bayern paid a bit more than the release clause to buy thiago) and clubs always try not to be hostile to each other because then destabilization and signing wars can take place between them. There's always some protocol and diplomacy that takes place, and liverpool probably saw arsenal's +1 offer as a mockery. Paying the asking price in the grocery store doesn't give you the right to behave like an idiot, you still have to be polite or they will refuse to sell anything to you.
Also, more importantly, premier players don't have an official release clause. It was a private agreement between liverpool and suarez, and wenger should have considered the worst case scenario of liverpool ignoring it and arsenal having to fight that decision it legally. Wenger was clumsy and naive in this whole deal
