rules are mostly subjective and depend on "intention". You can't see intention in a replay and you might argue over a play for 300 years without reaching a conclusion.

-there have been various scandals concerning referees and this will make it harder to make mistakes (intentional or not)
-we'll get even better camera angles in broadcasts

It takes a couple of seconds, literally, to review a play, and by now it most probably could be automated. The main ones affected would be offside call, which doesn't happen much in a game, or fouls/aggressions outside the ref view. They can simply let the game go on and tell the main ref on his earpiece when there's a decision to make and cancel any subsequent illegal goals or card the appropiate player after the fact, something that already happens now.
I think it's all down to applying the cam tech in all venues (for example, goal line checking, which is a very simple cam system, is not very extended) and ref committees trying to hold on to their power and jobs, since most linesmen and such would probably become obsolete soon.
Also, I wouldn't discard corruption either. In spain, for example, if a player punches another and the ref doesn't see it during the game he cannot be punished later, all thanks to ronaldo punching godin in a supercup final and the FA trying to protect him from any hard sanction, so now that's the rule. Football is run by scum.

Because FIFA was extremely backwards in its thinking. With Sepp gone though it should be implemented soonish, around 2022. It'll still take years though because it's hard to change the mindsets, but at least it'll go a lot faster now.

Human error is fine, but that factor is best left to the athletes. If the refereeing is chock full of human error, then the Rules of the Game doesn't mean shit. It's their job to enforce the rules right; and instant replay for the most critical element of the game (goals) should be prioritized for the sake of game integrity.
It's a part of the game that everyone knows makes absolutely no sense and would be better off without it, but stays like that mainly for entertainment reasons.
