It wasn't always like that. MLB used to have a lot of that same passion, with cheap tickets, people getting drunk, and idiot white trash fighting before, after, and sometimes during the game. It's kind of sad, you can wear a Yankees hat around Fenway Park and nobody even tries to kick your ass anymore. Tickets are still cheap, though. Unless you're a Yankees fan, in which case fuck you, your favorite team is a status symbol for bored rich people who don't care about the game and are dead silent unless somebody hits a homer or it's the playoffs.

In baseball, they usually do because baseball is boring as fuck Even baseball fans will admit this, we just normally say some shit about the "strategy" or "history" of the game because we don't want to admit we were brainwashed by our dads. Limits on how much beer you can drink and the "family-friendly" rules have killed the "atmosphere" completely, something as simple as telling Shane Victorino to go fuck himself can put you at risk of being thrown out.
In basketball, they're not silent at all, unless the team is absolutely awful or you're in Brooklyn. Ironically, the godawful PA announcers some teams have who shout "DE-FENSE" into a microphone actually manage to drown out the crowd. Sure, you have some regular season games where things are a little slow, but that's because there are 82 game to play*. Things get way better in the playoffs.
