The best French players leave because there is more money elsewhere. When you look at what leads to strong teams, you need one of two things:
-A rich highly populous country that cares a lot about football, and thus puts a lot of money into the league allowing it to be deep and filled with good players. (England, Germany)
Or
-Clear alpha teams that concentrate all the few good players onto just a couple teams in the league, allowing them to be good even if the league as a whole is not. (Spain, Italy, Scotland, Portugal, Netherlands)
In France there is not a ton of money or interest put into football while at the same time there is relative equality amongst the teams which keeps the talent spread out.

When you watch Serie A, you think of defensive teams walling themselves in all match long, with matches ending 1-0 or 2-1 at best.
