Kind of. There is a lot of individual quality in the EPL but at the same time this is also their biggest problem, because a lot of teams rely on individual quality most of the time. When you take the league as a whole, they're years behind when it comes to collective pressing (BuLi) and possesion play (LaLiga). He claimed that the top eight in the Championship could get into the Bundesliga and stay there.
Barça and Bayern would steamroll any league in the world, not just theirs. They are that good, giving the impression that other teams are bad.

The top 8 of the championship is pretty much the same as the bottom 5 of the Premier League 2bh, the championship is incredibly competitive.
It's more of a matter of low PL clubs vs low Bundesliga clubs. If PL clubs have better quality at the bottom then it would be true that the top cohort of the championship could get there.

No PL team is anywhere near the level of Barca or Bayern. Or even Real.
But their leagues are basically just playgrounds for these teams to piss all over while they wait for CL matches. It's not entertaining to watch them turnover Literally Who FC 6-0 every week while the rest just make up the numbers and fight for scraps.
The PL though is like a soap opera. The drama of the league keeps you coming back every week. Anyone can beat anyone (apart from shitters like Villa or Sunderland) and there's always something to talk about. So while the level of play is lower than that of the top end of a few other leagues, on the whole it really is the best for entertainment if you're a neutral.
