Bilbao is a post-industrial/service city. From being a gloom, greyish place it's become a greenish, more urban and modern city: Guggenheim, San Mamés, Euskalduna...
Donostia is great too, coastal town, nice beaches and island, great views and food but it's usually more expensive since it's a tourist city.
