Bookies have the 5 second delay for when you place in play bets for just that reason, they'll have someone at the match or watching a stream with a less than 5 second delay who will suspend ASAP preventing you exploiting it but this was such a shit tier match that the radio at least was just far enough ahead that it might have been exploitable.
There are still occasions when bookies fuck up completely and leave it unsuspended after a pen has been awarded or after a goal has gone in and they will pay out on it 99% of the time because very few people will get on as there is no time to tip anyone else before it does get corrected so its just if you're fast enough to get on yourself.
