Mass increases exponentially with size, meaning larger runners need to produce significantly more energy to propel themselves at the same speed as someone who is smaller. This isn't proportional to the increase in their ability to cover distance, making them less efficient and generally slower. Not to mention that once you start getting extremely tall (6'7+) the amount of time it takes for electrical signals to reach your extremities is significant, increasing difficulty with movement and causing clumsiness. Taller people can still be runners but physics and biomechanics are against them.

There's a few theories as to why they're better as running, but more generally it just has to do with the way their bodies work. The fact that they're also tall is largely a coincidence. For example, another Jamaican sprinter, Nesta Carter, holds the fourth fastest time in the 100-meter dash and is 5'7 (170cm).
