Because pretty much until the Dalton era the Bengals were a shitshow. Even when they had a good team they were still horribly run and didn't inspire much confidence. I don't blame Palmer one bit, Cincy had been a joke for damn near 20 years at that point and were on the verge of being a joke again. Bengals fans should be happy anyway, Palmer leaving really kind of made them rebuild and get the team they have now.
