Just a chemical that binds to the same receptors as THC. It probably isn't THC but a mimic (a part of the structure of the compound will be the same or very similar so that it can bind the same target site) which is why it is (or was) legal to sell.
In other words, THC is controlled, THC mimics are often not controlled, usually under the assumption that they are not for human use. This will be plastered on the packaging for legal protection, but everyone knows what it is sold for.
A big problem is that since it is a THC mimic and not actually THC (in other words won't have the same structure or chemical composition), it could have other unknown effects on the body, and could actually be quite dangerous.
