Rams are staying put. NFL bylaws state that a team can't move from a city with a guarantee for a new stadium. St. Louis has that. Oakland and San Diego don't.

I've never been to Arkansas or Iowa (though I hear the springs in Arkansas are nice). However, I've lived in Baltimore, New York, San Fransisco, San Diego, Atlanta and Chicago.
