I have to imagine if the owners give klopp as much money as they gave rodgers they should become a side who actually get into the top 4, maybe not every season but dip in and out

Liverpool are way behind in the pecking order. They lack the draw of living in London, the recent glamour of Utd or the money of City.
It's hard to improve the squad quality beyond your fundamental financial means even if you're a Spurs, let alone being based in NW England. For a lot of players they would take a 10% pay cut to live in London.
