Have a tier-based league for tests that goes on 4 years, with each team playing an equivalent amount of home and away games against the same opposition. 6 teams a tier, with Associate nations games also being counted.

For ODIs, have the same format as international football where there can be a few friendlies each year, but the main tournament is the World Cup and other regional tournaments like the Asia Cup - NOTHING ELSE.

T20s - scrap the World T20 completely and put it in the Olympics. Instead, start a multinational league with salary caps that has clubs instead of teams, with clubs all over the main test playing nations. Can also have a few throwaway International T20s to balance the costs of tests in a bilateral tour.

Obviously this is not going to happen because broadcasters love the 8 hour long shekels ODIs bring, which is literally the only thing stopping it from being on pooicide watch.

Not really sure on specifics, since I don't live there, but this is what I've heard:
