Demand for the Maple Leafs is so high they have decades-long waiting lists for season tickets, and their monopoly over pro hockey in the most populous area of Canada means they make a ton of money no matter how bad they are, so they have no incentive to get better.

Same reason no one cares about the Clippers, or the Islanders, or Chivas fucking USA. When two teams share a market, one is always grossly overshadowed by the other. And the NHL already has enough teams no one cares about.
