You have to use PEDs to be competetive. Introducing stricter drug testing policies means that richer and more well-connected fighters will continue to use, while poor fighters with no connections will no longer be able to keep up and either stop using or get busted. It's intended to level the playing field, but in fact it does the exact opposite.
A truly level playing field would be one where there was no drug testing whatsoever. You don't need a ton of money or connections to run a top-tier PED cycle if you don't have to worry about getting caught. It's only with strict drug testing policies that you start having to spend the big bucks on custom-made designer steroids, masking agents, drug coaches, travel etc. This fucks over fighters who don't have a lot going for them financially and/or don't have good connections.

A lot of fighters take PEDs because they feel everyone else already is. So if fighter A doesn't take PEDs he is already worse off, or at best on equal footing, to fighter B before the fight has started. As a competitor this is the logical choice. What I think will happen now is this choice becoming less and less sensible with each big name that gets busted.
