I had a friend explain it to me once, but basically tannehill will never be a good QB and they are saddled with too many big contracts to really make any kind of moves to improve the team enough around him to make it anywhere in the playoffs. It's going to have to be a full rebuild from the front office on up and it's going to be like 4 years minimum if they are serious about it. But in reality the owners only care about maintaining mediocrity and would be too afraid to be awful for a few seasons.

1) Mike Tannanbaum needs to go.
