I don't even get it. I get how there's the Play-offs now, where the Sugar/Orange/Rose(?) Bowls act as semi-finals in rotation, and those bowls are winners of the SEC and Big 10 and all them.

But how do they decide who plays in the shitty ones with names like Dodge Viper Chicken McLegend Bowl?

Bowl contracts with the conferences/Notre Dame. When the Rose Bowl isn't a playoff bowl for example, it takes the best Pac-12 and Big Ten team. The other bowls have contracts too. So the Poinsettia Bowl will take the Xth best team from the MAC and the Mountain West, per contracts with those conferences. Where it gets tricky is the At-Large bids and when a conference doesn't have enough bowl eligible teams to fulfill its bowl slots
