the problem isn't so much that people don't think he's elite, it's that the Patriots fanbase makes him out to be an untouchable god who can do no wrong. That's why people like to point out his failures over his achievements. He has bad days and makes mistakes but at the end of the day you can look back and say Tom Brady was one of the greats just on how many amazing games he's had over the years.
GOAT is subjective, no matter what there are still going to be people who prefer Montana even if Brady wins another owl but Brady is still a HoF QB with a lot of achievements that put him in AT LEAST the Top 3 greatest.

when you combine regular season and postseason passing, Brady has a case.
He is the third best regular season QB ever, behind Peyton and Favre.
Brady's postseason QB rating is nothing special ... 13th best ever, but still ahead of Peyton (barely) and Favre, and well behind Bart Starr and Joe Montana.
So since his career is still active and he is still compiling numbers, he could very well end up as the GOAT. But he isn't right now unless you really use selective stats.
