The Diamondbacks division rivals got weaker and they're taking the opportunity to win now. It's not a bad idea at all to go all in right now. Prospects are nice but sometimes they don't pan out and then you're back to the drawing board. Not to mention they already had a solid team to build around, pitching was just the last step.
Let's also not forget that Miller is young and under team control until 2019. He wasn't going to go cheap.

Barves mgmt has been taking all kinds of heat, and crying about it in the press. Freddie is the one guy they've maintained all along is going nowhere.
