I think what will actually happen is a lot of talent will move over to the EPL, something which has already started to happen ala Klopp at Liverpool, Ranieri at Leicester, Shaqiri and Bojan at Stoke of all places. Plus you are started to see all these ramped up rumours about Zlatan and CR and even Messi looking to play in the EPL.
Barca, Madrid, Bayern and PSG will be largely unaffected as they will take the top talent regardless, but I think the rest of those leagues will suffer hard and Serie A will cease to be a real League.
The down sides will be international competition. I think that the reason EPL struggles in the CL has to do with consistent domestic competition, and this will only be exaggerated when a club like Stoke or Aston Villa have signed CL quality players but only play on Sunday against a team like Arsenal who plays twice as much.

It's not a coincidence that the EPL was dominant in Europe during the "Big Four" era (2004-2009), when the same teams made the Champions League over and over again and were so far ahead of everyone else. Then Manchester City got really rich, Liverpool went to shit, and Tottenham started competing, and now you've got 5 or 6 "top 4 contenders" every season, and England has been pretty bad in the Champions League since then.

While that's true, I think it runs deeper than that. The mid table teams are all alot better. Pound for pound, this Liverpool team isn't much different skill wise from the Liverpool teams under Rafa, yet they're not a top top team. Leicester is another obvious example but even Crystal Palace, a team that should be three easy points for a top team, is a difficult to beat and fucking West Ham beats every top table team it plays.
I watched Arsenal play Zagreb yesterday and, quite frankly, Zagreb would probably get relegated in the EPL. They were certainly way worse than West Brom, whom Arsenal played a few days earlier.
