Schools that under perform are the urban schools which is mainly populated by, surprise, surprise, niggers.
Suburban school students achieve just fine and the school doesn't have to spend as much on retarded programs since the students aren't mentally deficient like niggers are. Surplus goes into sports programs because sports programs can bring in more money than what needs to be initially invested. As an added bonus, it raises the school's profile which can lead to more students enrolling and even more money from the government.

In Texas you pay out of your ass for property taxes (it calculates to about 10% of your property taxes) All the property collections goes to pay the schools and the contractors who build grandiose awesome beautiful schools. It is ridiculous. but nobody cares about the kids. People only care about the buildings in Texas

College football has it's own combine of sorts, like the NFL does. All American High school teams or Army/Navy/Air Force All American teams that high school athletes compete to be in.
