It's fucking ridiculous. Kids need to learn that they're going to face disappointment in their lives, and that sometimes there's going to be a loser, and they might be that loser. Trying to shield them from that until they're 13 will do them more harm than good, if they can even manage to do that, since the kids will be keeping score anyway.
You're better off telling them that sometimes things might not go their way, and they'll lose. And the best thing to do is to pick themselves up, work hard, and make sure they're not the losers next time.

You see, it makes sense logically to have them dealing with tough situations early on, but it actually hurts their technique and development. This has being a focal point of discussion lately here in argentina. In case you don't know, there is a stream of thought here known as 'bilardismo' that enfatizes toughness, mental strenght, winning no matter what. Bilardist coaches are under fire right now, not only because they do not produce results, but also because their failure at helping players grow.
It is a very nice idea to make the kids grow though, but the result in sight is that they focus too much on punching, fighting and trying to bully the ref and too little in actually playing football. And the people who win are not though motherfuckers, the people who win are the ones who play better. Look at freaking Barcelona, look at Messi, look at the brazilian favela gauchos getting btfoed by germany. There are plenty examples.
That said, OP news is pretty dumb. What should happen is that kids are not forced into heavy competitions until they are teenagers.
