one thing you have to focus on is getting yourself out there, step by step, and not all at once. Start out with socializing at grocery stores, or the mall is a good place because you can practice conversations and the people that work there aren't going to treat you rudely. In fact, a lot like myself actually enjoy the break from work to chat it up.
Use them to feel more comfortable, and slowly work your way up to talking to random people when you're in line, make conversations when you're out and about at the mall, compliment people on their clothes or something else.
When you get more comfortable with this you can take the next step, but before that you're going to be putting the horse before the cart.
