U street is pretty "loud" now between 14th & 8th now. I usually only will bother going there on weekdays.
I'd stick to Adams Morgan or Dupont. H street is pretty decent, but not as compact as most NW neighborhoods and you'd probably need to Uber there
Alternatively Clarendon is terrible, but lots of cheap places to get loaded, and if they're from Raleigh, they are probably fratty and won't mind Clarendon. Hunan #1 is cheap as shit, but pretty seedy. Whitlows has a nice roof deck, and is always busy.
