Depends on your situation. Tinder doesn't work so well in the sticks, for example. OKCupid is a solid place for hookups still if you're in the right area and decent looking - of course they probably won't be.

More serious (relationships and hookups):
If you're from North America then OKCupid is definitely a great site. It's free and you get all functions as a free user.
In Germany pretty much all "free" sites are a huge scam.
Casual (mostly hookups):
Tinder in a populated area is still your best bet if you're somewhat good looking. It works best in college towns/cities.
Matches are very easy to get, but sealing the deal is what's the hardest.
Plenty of fish is supposed to be somewhat useful as well, but it's pretty much non-existant here.
I have a tinder, okc, and pof account and I got laid by at least one person from each of those sites within a 3-4 month time period. depending on where you live, your mileage may vary on the site. okc and pof are more for dating and tinder is more for hookups.
