Some NEETs have it good, some not so much. It just depends. Some might be NEET living with loving parents who completely provide for them and don't pressure them, some might be barely surviving on government money in a shitty flat unable to afford any luxury.
Many are not satisfied with the traditional 9-5 grind of the average human adult, and some rather than choosing to deal with find an alternative lifestyle, one that affords then much more leisure time but perhaps less money.

What estimated percent of NEETs would you guess use their time not working or in school proactively though? I'm sure there are those out there that really make use of their time, but I'm going to guess less than 5 percent do so. The 9-5 Monday-Friday grind can be dull but never achieving anything every day for years seems so much more droning to me

Yeah, it's actually a whole lot better than working a dead end job. Pretty much the only downside is not being able to date, but girls hate you just as much for being poor as they do for you being NEET.

More than a lot of people. My parents are pretty rich, I live alone in one of their houses, I draw and write poetry the whole day, occasionally I go on a date with someone I met online and usually don't get a second one because I do the talk all the time and I guess my face is also tired as fuck for staying up the whole night writing and whatnot. It's a cozy life, outside of the boundaries of the world, starving for love and sometimes food (have lots of money but can't force myself to go out and buy something at times).
I'm also an engineer so I think I could find a decent job if I wanted too.

Oh, I couldn't say. But proactively might be a bit subjective, I think most are just doing things they enjoy like gaming, browsing the internet, sleeping etc. a lesser number is probably learning some new skills and practising them like coding or something.
Some people have kinda moved past the social stigma and idea that we must all work constantly to keep this dirty capitalist machine working, and I definitely find I would rather be bored or whatever than work most jobs. As a NEET your achieving different things, and again we try to move past these ideas fed to us and keep us fat and eager to work; we move past basing any of our self worth on our jobs.
You're right tho, it can get hard for most as time goes on. It's hard to adapt. I don't think we were meant to have this much leisure time. You overload your dopamine receptors or some shit and things you loved become dull. Sometimes the feeling comes back after I put the games down for a while, or find something new but it's weird. I'll have days I feel nothing and just eat.
Some people aren't affected as much, just something you gotta work with. I think something like exercising or being a NEET with friends IRL would help a lot. It probably more applies to the shut-in types with interests limited to various forms of media.
