First off, when we're talking wet I don't think the majority of women actually soaks her panties without some sort of special circumstance.
But it all depends on the girl. Most have some sort of natural discharge throughout the day, aroused or not. Too much can be a sign of some sort of problem, STD, UTI, etc but just depends what's normal for them individually.
