The fact the detractors keep delaying the vote on it is a good sign they know it won't fail when brought to a vote. It's not a high-visibility issue so they can get away with this. This happens nationally, too, and legislators supporting the bill will go to mass media to drive awareness to 'force' a vote.
Sadly, this hasn't happened so it will remain in limbo until they are forced to vote. I think it will pass simply because of the dithering and the fact RI is rather liberal when it comes to this stuff, and we could use the extra cash. I don't see Raimondo vetoing it either.
The other benefit is, with Charlie Baker in office for MA, no way they go full legal regulation. This opens the door for RI to have full hegemony in the North East. MA can then keep their staties on the border getting the fucks from MA, VT, and NH crossing the border dirty. However, since MA decriminalized it they can clean up on fines while not clogging the legal/prison systems.
