As far as I'm concerned, it really varies on a person-by-person basis.
Sometimes they're just indicative of a point in their life, sometimes they genuinely view it as an art form, and (unsurprisingly often) people have them to try to stand out-- Which we all do in one way or another.
As society progresses, less and less employers have the option to discriminate against it so even getting a job isn't that difficult as long as you're respectful about them and don't have some edgy bullshit in full view.
I see it as us moving closer to judging by the individual as opposed to an individual physical appearance- And I think that's a good thing
I understand why at one point of time it was more frowned upon since it was primarily unsavory groups that indulged with them, but as that's changed, so has our views
But ultimately, we'll always try to find ways to be special snowflakes so I don't think it really makes much of a difference what form it takes.

I personally do not have any tats, but I personally like tats on other people. I find people with them tend to be more "right-brained", and be more of their own person.

Piercings on women are incredibly hot. But a subtle one on the face- nose, lips, monroe, dimple, under the lip (but not so much eyebrow piercings, even though I can look past that). They can have as many as they want on their ears. Nipple piercings are the fucking hottest thing I think.
Now about tattoos- my opinion is that they look tacky on women. That's just my opinion. I would have to love the woman to death and back if I were to marry a broad with tons of tats... bit seeing those things while growing old with her will just be plain unattractive.
