I've got the same belly. Do crunches, 200 a night with protein to feed the muscles.
I also wear glasses but don't really have the face for them. So I work with my hair to make them look better. Consider another hair style or a different frame of spectacle.

Only thing I can recommend is to lose some weight, and clean up that skin. I hate repeating that over and over again to the overweight folks, but I think it will the one thing that best improves their appearance. I see a very pretty girl in your future, if you do that. You have beautiful hair.
As for the skin, I suffered from terrible acne in high school. The only two things that ever helped me was to cut out dairy completely, and only shower once every other day. Oh, and wash your face at least once a day very gently with very cold water.

Don't say you eat alot and you're just not gaining, then throw your arms up
If you're certain your gym time is on point add more calories until you're gaining .5-1Ib a week at least, weigh daily and then take a weekly average, the average is all that matters tho
Hit your protein reqs then add rice until above happens, you generally need to eat more than you want/feel comfortable with you gain, sorry

You gotta stick with stuff, man. And instead of losing weight, you should work it out. Muscle will take about 3 to 4 months until you notice a change. But its pretty gratifying once you do.
Also I suffer from cynicism (not so much as low self esteem but it stems into that sometimes.) And what I've found lately is that you gotta just tell yourself everything will be okay. Once you get into a positive mind set things will begin to look up.
You aren't a terrible looking guy, but I wouldn't say you could jump on them 8s right off the bat. There may be a few out there who will like you. (I'm the same way.) But not every "hot chick" is gonna wet up. Work with what you got. Practice charisma in the mirror. Learn the way you look when you talk and then learn how to be confident in how you talk. For one stand up straight and sort of aim your chin up. But not too much.
A lot of the time it's about body language. Once you conquer that then you can conquer your low self esteem. Also smile.
