I have to regularly shave because of the military. So it only gets to grow in 3-4 month cycles.

Does it take you a while to grow hair?
Grew a beard from Jan to July. Bright red, curly, about 8" long.
I got bored and shaved it off now I have to regrow all of that shit and I hate myself for it.

Racism aside "Monkey Bumps" is pretty common in all men, not just African Americans.
I have extremely bushy and thick hair, after I shave it's not uncommon to get it on my neck.
I get it regularly throughout my beard as hair falls out also.
It's due to a number of factors, namely cleanliness/diet/regional humidity.
Sadly darker skinned fellows get it more often because their skin has issues adjusting to mild climates.
Causing either too much or too little oil and clogging pores. Since your beard has its own environment and bacteria.
Vitamin E shampoo once a week can be a good way to keep your skin healthy underneath and brushing your hair out daily can help allow air to get through and pull debris out.

Just like your hair up top you don't want to shampoo it too much or it will dry out your scalp.
I wash both daily at most, just a basic shampoo/conditioner mix.
however every Saturday I shampoo it with the vitamin E mixture and let it sit there for about 10 minutes then condition for about the same.
I take the time to stretch, relax in the shower.
If you're doing a generic wash, just put the shampoo in for a quick second and wash it out. If you feel you were working out a lot or are really sweaty don't shampoo twice a day.
Just turn the water down to luke warm and pull your beard so you can rinse your face underneath and get rid of extra oil.

I am currently clean shaven because I didn't like the way my beard looked. But now I am worried that I look like too much of a baby face without a beard and may need to grow one back.

The other poster is right and you need to set a defined upper line for your beard. As far as the rest I'm not a particular fan of long beards, but I suppose it works with your long hair.

Honestly, the rest doesn't look too bad at all. Though, it seems your beard might be a bit like mine, in that it's a bit curly/whatever. So, when it starts to get pretty long, just be sure to comb it every day and such (possibly use beard oil or whatever, but I can't say for certain since I've never used it before).
Another thing to note is the mustache. To me, the longer/thicker the mustache, the better (that is, if you have a longer beard). Sure, it's a pain to upkeep, mainly when eating/drinking stuff. But, it's worth it in the long run as a lot of guys' beards look much better with a mustache that hangs past the lip line instead of trimming it every so often. However, this is just personal opinion. So, if you want to trim it so that it doesn't get in your mouth, then do so.
Anyway, things may change once your beard gets past 4-5 inches. So, who knows...
