That depends on how you define it. I'm fluent in English and Spanish, but I can read most other European languages. I can hold small conversations (in which I sound silly) in Norwegian and Portuguese. I've studied German enough to understand it, but it's mostly reading fluency, and I'm very rusty. I can read Italian decently and French almost perfectly, but I can't speak a drop of either, nor can I write them competently. I can read Old Norse as well, but I need to check a dictionary now and again. I've almost completely forgotten Latin, but I used to be able to read it.
