I don't understand this and have never understood as these "cups".
I don't know if there are *actual* representatives from each board *actually* playing in these games or if the are just pre-programmed, fixed outcome exhibition " games" with robots playing each side.

It's a little bit of both. Each board has (or should have/cgl/) a manager/representative that tests and makes the team before the matches. The matches themselves are run by a neutral party who takes tactical instructions from each manager and runs the game. The game itself controls all the players, however, with no input actually required.
Also a friendly reminder that we'll be playing /w/ on January 22 and /y/ on January 24 in the Winter Cup Unfriendlies.
