This is Highdad. He is a bald man in a moustache smoking reefer while wearing a red shirt and the cannabis is giving him red eyes. He may only be posted if an naonymous poster is in a post talking about keeping his drug consumption a secret from his parents/spouse or if he is writing about his abusive father. In both cases the catchphrase "Don't tell mom" is posted in conjunction with the Highdad image.

no matter how many times you post this, it will always be a high dad thread. high concept memes come around now and then, but they damn sure don't announce themselves. this meme isn't even particularly high concept it just makes sense on the surface level. no layers of irony. it's just a high dad that says dont tell mom. its a decent meme because it's a fairly modern archetype. but not high concept, hate to break it to ya. hard to believe but im gna wing it and say ive seen higher-concept memes on this board before, so, yknow, they're around. its just that, this isnt the environment thats gonna facilitate them.
