i don't think it's common. it was the first time i heard it desu, in my 10 years of manga-anime loving history.
i understand why though- because the hentai doujin's settings were actually good enough to become a long-term (or short-term) story, and if you have a magazine backing you up, you can draw more of the story.
i liked the hentai version, i'd love to see how the setting changes to fit into a long-term sex-less ecchi version.

i get the notion of taking a smaller project/creation and upgrading it to larger/longer one - i just found it interesting that the "pilot" or "prototype" was a hentai douijin
tho there are a few things that confuse me
first, i generally don't "get" ecchi. i mean, sure, i get single images/artwork being sexy for the sake of sexy, just like western softcore and erotica, right?
but ecchi anime/manga, specifically, are weird to me: aren't they basically just endless cockteases? sure some are, again, just softcore and erotica and masturbation material can definitely be softcore...
but others are seemingly legit stories that just have loads of sexually suggestive content, sometimes borderline porn even - besides being total cocktease, doesn't that take away from those stories, the plot and characters?
second, bare with me... if the author made this originally as a hentai doujin and is now making it as an ecchi manga, that must mean that he legitimately wants it to be sexual, right? he didn't do it just to get his story some attention (otherwise he would keep the basic plot but remove the sexual content)...
assuming that this is true and that he legitimately wants it to still be sexual along with wanting more room to explore his story - why not just go all out and have it still be hentai, with actual sex scenes?

ecchi is mostly used to increase sale. a famous manga that has ecchi and is also a part of a famous magazine company is much more likely to make more profit than selling it as a hentai doujin.

yeah. wouldn't get published in the magazine company he's in right now at least. and i think he wants more attention to the story part. i mean, i've only heard and never read it, so i wouldn't know, but that would make more sense to me. the artist wanted to continue on with his story plot, and if there's a magazine company that's willing to publish it for him, then hell, he'd do it,right?

it's kinda funny that hentai can "make" an artist and that ecchi can be very explicit and still sell well - yet hentai is "too far" and magazines treat it differently, not wanting to carry them

first 1/2: yes, not that i know of, not that i know of.
first 2/2: i really don't know desu. i would watch hentai instead of ecchi, and ecchi for me personally ruins the story a lot, since ecchi artists tend to put in ecchi scenes all over the place, where as I want to read about whatthefuck happens to the protagonist and his friends.
second 1/2: i doubt it. if he wanted to keep it hentai, he would've continued to publish in doujin... but, we never know. only the artist would know.
second 2/2: we never know mate. maybe he wanted money so started drawing hentai, then actually got the chance to be a manga artist (known as mangaka), which he always wanted to be. that could be the case too. you could be right, i could be right, or we could be both wrong, we never know.
first+second: the main difference between ecchi and hentai is usually sexual intercourse. most of the time. i believe there are regulations about this for manga magazines, and sorry, i'm too lazy to write about it.

first 2/2: i know right? i feel the exact same way... i could only watch ecchi in the sense of watching some good softcore... the plot and normal content just gets in the way if i want to fap - while the ecchi gets into the way if i just want enjoy the normal content... so, yeah, ecchi just feels out of place for me, creating jarring viewing experiences
second 1/2: well my logic was that publishing the doujin maybe wasn't financially viable... but then, we return to the thing that confuses me: he didn't want it to be hentai but he wants it to be ecchi? weird stuff :D
