Could someone help/give advice?
I tried to make a bubble of this girl but as you can see in the picture, you can clearly make out the shape of her top and it sorta ruins the point of doing a bubble or whatever. If someone could give me some tips on how to make this better, I would really appreciate that. Also I've seen bubble pics like this where they photoshopped someone else's tits onto the picture to make them look nude, and I'd also like advice for that as well.

Bubble density and distribution needs to be random or at least appear random and the clothes need to "happen to be" where there is no hole.
Doing bubbles in a program like photoshop helps, because you can temporarily make the bubble layer partly transparent to place the holes more easily. Don't make too many holes, don't make too small holes. Try to avoid patterns.

I like to go from the biggest to the smallest holes. The trick is to try and keep it random, even if it means leaving some nude skin covered. Photoshop also helps to "cheat" a bit if you remove a strap here or clone stamp a bit of skin there.

not a perfect example, but good enough for a quick edit to get the point across I guess.
Bubbles also seem to work better with full body images or - obviously - pictures with little clothing.

Again: Photoshop.
Photoshop, layer masks, a soft brush, a good collection of naked pictures to choose the right parts and maybe some exposure/color adjustments.

So start off by opening the picture and creating a "new from visible" layer

now select the smudge tool and, with the settings shown, wipe away the straps and clothing.
adjust the brush size to wipe smaller areas and clean up the edge around the breasts. Then when all the clothing is gone, decrease the rate and increase the brush size and go over the rough work to smooth everything out

colour grab some brighter areas of skin with the dropper and lightly add where you think it it looks good

next colour grab a darker area of skin and make the brush size small for detail brushing, and draw on nipples (only one is visible in the picture so draw one here)

I've just delivered you all to a crossroads here as all of what you just learned was the first half of ANY fake nudeshope.
you can blur the image and change the contrast slightly, then do a bubble procedure for those neat blur bubbles you guys always see.
or for a classic fake x-ray just simply adjust the opacity of the working layer! but were here to UV ray so lets get to it
open up the "curves" under the colour drop down and adjust to make the contrasts more smooth and try to keep from creating any total black or white areas. (if you want you can just skip this step but I enjoy doing it)
next, go back into the colours menu and select the "desaturate". then perform it with the "luminosity" option. this will change the picture to greyscale
once again.. go back to the colours fropdown and now click "coulorize", set hue for between blue and violet and saturation to max. then adjust the lightness to your taste.
to finish, turn down the layers opacity (up in the top right) just a TINY bit, so that you can barely see some clothing, this creates the X-ray illusion and contrasts better with the unedited original layer.
Now how you erase the edited layer is totally up to you, you can do a bubble for a UV Bubble or make it look more like a ray. its toally up to you.
