OK -- I checked. I see that is the effect from levels. When the histogram is broken up with gaps, levels won't work well. (That is why levels works best on even white and sometimes black.) One way to even up the histogram is with highpass filter, but that didn't get much detail on this pict. Using curves, manipulating each color separately, might work -- but I find channels to be an easier and more effective tool for that.
