Individually, it's not possible to x-ray:

1. Shit quality photos

2. Padded clothing such as bras

3. Multiple layers of clothing

Let alone all of those at the same time, as is the case with the pic you posted. Your pic could actually be used as a 101 textbook example of what is not even remotely possible to x-ray. Anything you've seen contradicting what I've said above was a fake, not an x-ray.
