As near as I can tell, it's part of the background to Prefuse 73's Last Light with Sam Prekop (NOT Last Night, there is a difference), which is the 9th track on their 2001 album "Vocal Studies + Uprock Narratives".
If you listen closely at around 1:50 onwards of https://youtu.be/sdWxl5hRPDU , that seems to be the part where it's clearest.
If the sample you linked appears anywhere else on its own, I can't find it, but I'm pretty darn sure it's the background for Last Light.

I can't quite hear it in the background but I'm willing to bet you're right. I remember downloading it on Limewire years ago and it said it was from Vocal Studies + Uprock Narratives, however today I only get the one with Sam Prekop.
I asked Scott/Prefuse 73 last year too and he said he wasn't quite sure either. I asked him again today so hopefully he answers lol. Thank you for your help.
