I would like to know if this image is copyrighted, and who owns it. I've already done an image search and found nothing but memes.
ALL images are automatically copyrighted this moment they are created. There is no such thing as a non-copyrighted image.

Unless the person that took the image. Considering they didn't sell the image rights too someone else, put it up as a royaltie free photo. But with a photo like this of a famous person I seriously doubt it

The image creator owns the copyrights to any image they create. It does not need to be sold to be copyrighted.
The owner can transfer rights by selling an image. In such cases the "buyer" becomes the copyright holder.
The owner can grant his rights to the public domain by doing so in writing. This is rarely done.

means you don't have to pay to use an image commercially once you have received permission to use the image from the copyright holder.
royalty free does not in any way relate to public domain.

it's not an image.
ANYONE may hire a plastic surgeon to alter their looks copying a face. It happens more than you might think.
