I'm not drawfag, but I can try it, the main problem is that white background, if I use background eraser it'll lose some black traces.

there's an easy way to remove white backgrounds. just go to the channels tab and
1. press the button to make a new channel (this creates an alpha channel)
2. paste your drawing in the alpha channel
3. CTRL+A to select all and CTRL+L to bring up levels panel
4. since a majority of the pixels in the image are white you will see that the graph is skewed with most pixels on the right, drag the right-most tab in the graph toward the left. this brings the opacity of white and near-white pixels down to zero.
5. CTRL+click on the alpha channel in the channels tab and invert selection with CTRL+shift+i
6. Go to your layers panel and make a new layer. Go to edit > fill to fill your selection with your color of choice
voila, you now have lineart with a transparent background

hmm, i have no clue about PS, but this seems awfully complicated compared to GIMP (which is usually way more complicated than PS).
on GIMP you can just turn the sketch into an (inverted) greyscale layer mask on a completely black layer. done (picture related).

reduce alpha of white pixels, select the lineart, and fill it in a new layer
