"[s4s] - Shit 4chan Says" is 4chan's imageboard for posting dank memes :^).
It stands for 'shit 4chan says', playing off of the meme shit ___ says (shit niggers say, shit girlfriends say, etc) that you see on facebook posts by casuals. Admins disguised the board as a tongue in cheek joke, and it acted like a magnet for all the memelords and unfunny try hards from /b/ who want to be in on the joke.

It is a laboratory where all the greatest meme makers come together in their endless pursuit of the perfect meme. There is no other board I trust that will lead this site to a proper golden age than [s4s]

The problem is, OP, that you probably aren't seeing all the posts. If you are just viewing [s4s] through the /s4s/ board, you don't see the green posts, the posts with letters in their ids, or anything numberless. Together, those make up about 40-70 percent of [s4s], depending on the day. So conversation will appear disjointed and spastic, because you won't be getting the full picture.
I actually just flipped over to the /s4s/ interface to make this post, and it's pretty funny how unintelligible [s4s] is like this.

It was the first board moot created back in 2002 so it really didn't have a topic, it was just "for teh lulz" as moot put it, and it was a secret board that only a few knew about: His "elite shitposting squad"
He finally decided to make it public in 2013 which, to be quite honest, was the biggest indicator that he gave up on 4chan and was looking for the door.

To answer your question, OP, /s4s/ is a board moot created as a joke playing off of Reddit's "SRS" subs. Initially it was just there to make fun of the people who believed in the Reddit boogeyman, but that purpose has been forgotten considering there are still people who unironically blame Reddit for everything. It's basically another topicless board like /b/ or /r9k/, and like those boards it has built its own unique culture, in this case around ironic shitposting. The "indecipherable text" rule is not in place on that board so you will see some of the most absurd posts on the site on /s4s/.
