Shitposting is an important part of /pol/, every 5 threads there's at least one funny shitposting Australian and one not so funny shitposting Canadian. They all get banned but those posts are part of /pol/. So how can you ban someone for shitposting in a board about shitposting? After all, "/pol/ is satire!" and a lot of rules don't apply there, not to mention everyone there believes in freedom of speech. Why can't we spam our memes and have great lulz in our own board? I'm not talking about tolerating CP or nudity, but come on, give shitposting...

It's not happening more and more and phonefags wouldn't be doing that as in order for them to see the full size image, they need to open the full sized image. It makes no sense that a phone user would be saving the thumbnail, as they can't exactly right click an image and save the linked image from underneath it.

No. This isn't a new phenomenon that I'm just noticing. I've seen people save/post thumbnails for as long as I've been on 4chan (since 2009 or so). I have definitely noticed a marked increase in it happening recently.
I'm not actually familiar with how browsing 4chan on a smartphone works. I had this idea that because of the small screen size on a phone, a thumbnail would fill a good portion of it, so...
