In fact, the single WORST thing that anyone can do to the labor force is to dilute it, and import more and more workers. By doing this, the workers lose the ability to bargain for their wages. It becomes an employer's market. The capitalists love taking power from the workers, and love a reserve of unemployed.
No matter what socialist nonsense you try to do, you cannot touch the billions of dollars in the swiss bank accounts of the rich. Any attempts at redistribution of wealth have ended HORRIBLY (look at Venezuela right now). Even if you did, that's only a bandage on the true problem, which will only continue to grow. Like administering morphine to a cancer patient and saying he is cured.
The only way to truly empower the worker is to ensure that he can stand on his own legs, and that his labor is worth something that the employer cannot just get anywhere.
