Ocean colonization or ocean colonisation is the theory and practice of permanent human settlement of oceans. Such settlements may be seasteads floating on the surface of the water, or exist as underwater habitats secured to the ocean floor, or in an intermediate position.

One primary purpose of ocean colonization is the expansion of livable area. Other possible benefits include expanded access to undersea resources, novel forms of governance (for instance micronations), and new recreational activities.

Lessons learned from ocean colonization may prove applicable to space colonization. The ocean may prove simpler to colonize than space and thus occur first, providing a proving ground for the latter. In particular, the issue of sovereignty may bear many similarities between ocean and space colonization; adjustments to social life under harsher circumstances would apply similarly to the ocean and to space; and many technologies may have uses in both environments.

My concern was for the boats being thrashed around and then being slammed into the surrounding structures.

One ship's anchor gets knocked off and the ship can head straight into a docking station or whatever and create damage to the structure that can then cause further damage through leaks, flooding, and general structural integrity damage.

Once ONE accident like that happens, the whole enclosure it at risk.

The risk is too high for these types of habitats.

Any floating settlement would be able to rise and fall with the waves, and simply anchoring it inside a sphere would protect it from wave crests.

I mean of course it would be awesome to have a nationalistic floating civilization but the cost and legal bullshit that you have to go through would be insane. Not only that but if you are truly independent you better make some allies or else you will be fighting off anyone who has enough money for a private army. I don't see why owning a piece of land somewhere in Russia that isn't being used and making a deal with authorities that it will be a benefit you just mostly want to be left to your own devices is a bad idea. Not only that, but you can then bring in people who would not originally join your boat-civ and you could have a thorough screening process with background checks to make sure they are not wanted by interpol or subversive agents trying to find information and create another Waco type situation.

A nice place would be in between Europe and North America. Idealistically, it's the perfect place for trade routes.
A wall could be built like pic related (A FUCKING WALL) to control storm weather incoming, with wind turbines on each segment on top, giving perpetual energy.
The beach of the colony could be hollow, allowing it to float, but have sand on top, a sort of thermal sand that can absorb the energy from the sun and radiate it upwards into the atmosphere, making it warm for the colony, maybe even tropically warm if enough resources were invested.

At first, it could start off as a simple ocean concrete project, simply a grid of concrete blocks floating on the water, supporting another grid on top; the grid on top is the living space. If one of the blocks below the living space were to break, the living space would be unaffected, as all the blocks underneathe support the living space in conjunction. If one block is broken, it would be as simple as rearranging the blocks to take the old one out and replace it with a new one or fix the old one. After a while, the project can expand with monetary funds.. It's as simple as getting the proper mixture of concrete/seacrete (which can be fairly inexpensive) and getting the pump truck down to the wharf, and then towing that concrete block to the colony when the block cures. And if the colony starts off close to land, we wouldn't have to worry about going far.

The question is "How can the colony monetarily sustain itself" or "How can the colony make money?"
