Hitler was a terrible leader and his lazy economic policies were the main cause the largest and most destructive war in history.

The problem was that they had too much power, and if you actually read what Stalin wished for (to REMOVE the party from power and have elections) it is clear that he was not all-powerful. See Yezhov, executed on Stalin's orders because he committed atrocities.
Stalin was not a Wizard, and there is nothing that points to that he himself stood for any massacre. He had people around him telling him to sing this and this, because they have done that and that.
