In the states there is is a federal flood insurance program, which is nice that people can get covered, but the bad news is that means people build in known flood areas.
I personally like the idea of saying "This is a flood area, if you build in this area and it floods, your fucked, but you knew about it." and only give aid to those people who bought it before it was a known flood zone (If any)

IDK how it is in Canada but if the house is still under mortgage it will have fire insurance included in the escrow amount. If the house burns down then the lender is reimbursed for the market value of the property.
