In Montreal you can get a decent 3 1/2 for 550 (not including utilities but there isn't a water bill like in Ontario and hydro-quebec prices are pretty reasonable). It helps to have decent french but I suck at French and was able to get by working at a call centre while I waited for my military stuff to process (and will be able to continue getting by while I wait once I put in for my reg force or officer transfer).
