Because you're cherry picking from a couple of incidents. Police are standing around protecting these people who want to protest from getting hit by traffic and letting them parade around in the streets.
They get ambushed by radical terrorists. They do receive an extensive amount of training though. The UK also doesn't have the radical black lives matter terrorism group either which is rapidly getting worse thanks to people like Obongo and Deray.

They receive the wrong kind of training while other countries (UK anyway) tend to train their police to be more effective.
In the states most police training occurs at the actual police station and sites designated in the nearby surroundings.
Didnt used to be that way, they used to have academies for this sort of thing (thus the cheesy 1980s movies by the same name)

I think their training could be improved but I think overall the situation will not get better until we remove people who pander to this garbage from power. They stir the pot of emotionally vulnerable and easily influenced idiots.
